Margaret Chon: Language barriers prevent millions of people from accessing scientific knowledge

Professor Margaret Chon of Seattle University says copyright law treats translation as a controlled derivative work, and offers no incentives for translation. This is a problem as 90% of the world’s scientific literature is published in English — when only 25% of the population speaks it.
