WIPO has published four new proposals proposing ways forward for some of its key work streams in the Standing Committee on Copyright and related Rights, to take place from 1st to 5th December 2025.

| SCCR/47/5 | A draft Instrument on Limitations and Exceptions for Libraries, Archives, Museums, Education and Research Institutions and People with Disabilities. | The draft instrument recognizes the need to maintain a balance between the rights of authors and the larger public interest, such as education, research, and access to information. It specifies permitted uses for education and research, cultural heritage, and for people with any disability that requires accessible formats. It addresses the disparity between developed and developing countries regarding royalty collection and distribution mechanisms.
